MPA monitors, influences, and participates in land use and development policy across all five Pima County jurisdictions. Members are actively involved in shaping these policies.

How MPA Advocates

We do not lobby. We facilitate impactful policy discussions.

MPA is non-partisan. We do not support candidates or parties. Instead, we convene developers, engineers, planners, and public officials to collaborate on policies that are fair, effective, and reflect the region’s growth.

Our members participate directly in policy discussions. Through our Public Policy Committee, they monitor developments in each jurisdiction, provide input before decisions are finalized, and represent MPA on regional stakeholder groups.

City of Tucson

Development Fee and Process Changes
The City is proposing changes to water submittal fees and a new late fee tied to development timeline monitoring. MPA’s Board opposes the added late fee and continues working with the Development Services Department on alternatives.

Development Code Update
The City is updating its development code through a multi-step public process, moving from public meetings through Planning Commission review toward a final Mayor and Council hearing.

Data Center Zoning
The City is considering new zoning standards for data centers, moving through Planning Commission review toward a Mayor and Council hearing.

Community Corridor Tools
New corridor standards take effect in the City starting January 2027. MPA is gathering member input ahead of the review. Key issues include adaptive reuse, parking along corridors, and updating the map that determines which properties qualify.

Water Harvesting Ordinance
The City is developing a new water harvesting ordinance. MPA is part of a working group providing input, with implementation possible as early as fall 2026.

Pima County

Economic Development Strategic Plan
MPA is working alongside the Tucson Metro Chamber on the County’s current economic development strategic plan.

Transit-Oriented Development Policy
MPA continues to provide input as the County updates its transit-oriented development policy through ongoing stakeholder meetings.

Accessory Dwelling Unit Updates
The County is updating its accessory dwelling unit rules to align with state law.

Small Activity Permit Fees
MPA supports the Southern Arizona Home Builders Association’s position on proposed changes to small activity permit fees.

Subdivision Plat Process
The County has streamlined its subdivision plat process. Staff can now approve plats without a public hearing, though the Board of Supervisors chair still signs off. This change is expected to shorten the submittal timeline by two to three months.

Move Pima (Transportation Master Plan)
MPA is engaged in the County’s 20-year transportation master plan process.

Expenditure Limit Adjustment
A County expenditure limit adjustment is headed to voters this November.

Town of Marana

Impact Fee Update
MPA is educating members on the Town’s proposed impact fee update and forming a member subcommittee to stay involved. A consultant is expected to be selected in FY26, with the process completing in FY27.

Water and Sewer Expansion
MPA meets quarterly with the Town on water and sewer expansion planning.

Comprehensive Fee Schedule
The Town is updating its comprehensive fee schedule. MPA gathered member input and submitted it to the Town.
